In order to assign an instance to a network project, you first need to connect the network project to a gateway that is configured with the external network. The external networks must contain a subnet capable of providing the floating IP addresses.
Next, you need to assign the instance a securitygroup. A securitygroup allows SSH access or other protocols you permit to your instance.
After the instance has been assigned a security group you can access it outside of the cloud. Configure the network the instance connects to, and then use SSH to gain access. This is more convenient than using the Horizon web console, but it does not give you complete control over the instance's access.
If you do not want to assign the instance to a security group, you can use the --os-delete-security-group option. This returns the instance back to the pool and removes it from the group.
